The source said national security entities have been monitoring communications between political activists and foreign embassies since the 2011 revolution. The report concluded that these incidences of correspondence have increased in frequency in the past several years as Western governments “prepare and encourage” activists to spread false statements about the performance of state agencies, which will result in feelings of national resentment. “The cases are very similar to those that led to the January 2011 demonstrations and the subsequent national unrest,” the source said.
The report concluded that the most effective way to combat this foreign influence is the continued detention of activists and NGO workers, as well as the continued pursuit of Islamists and their sympathizers. The report called on state institutions to discuss these matters with Western officials during visits to Egypt.
