“Community Police” Draft Law Approved by State Council

1220144113123 “Community Police” Draft Law Approved by State CouncilThe “community policing” draft law got final approval from the Department of the legislation of the State Council, headed by Judge Magdy Agati, vice president of the Council of State, last Saturday (Oct. 18). It carried some important amendments during discussion and review, in preparation for issuance.

 

On top of the adjustments was the creation of a new class of members of the police under the name of "Community Policing Associate," which would be granted the status of judicial police (hence the ability to arrest people). The system is in force in a number of Arab and foreign countries, in order to achieve greater security in the street, create a kind of security partnership between the police and the community, activate the role of the citizen in the crime prevention measures, and deepen security awareness among the public.

The following highlight a number of benefits and gains to Egypt in the domain of internal security of the country, after the application of this draft law, which is scheduled to be ratified by the President, published in the Official Gazette and sent to the Ministry of Interior in order to be activated officially..

 

1- Assist the regular police in crimes, which are impossible to confront solely by security efforts, thus helping achieve the greatest rate of combating crimes.

 

2- Rapprochement and mutual understanding between members of the community and its institutions on one side and law enforcement and justice organisms.

 

3- Help respect the laws and regulations in force in the country and the consolidation of human rights principles.

 

4- Install and support positive values ​​of the community, and the fight harmful habits and behaviors in it. Also, help improve the mental image of the police among members of the community in order to reach the highest degree of trust between them.

 

5- Developing a sense of security for citizens and create a culture of security among members of the community through exploiting the capabilities available within the community.

 

6- Address the simple problems and disputes, solve them amicably in ways allowed by the laws.

 

7- Enable the family, the public and private institutions, and the civil society of to perform their role of preventing crime and reducing its spread.

 

8- Provide advice and guidance to victims of domestic violence, and prepare them for a normal life and reintegrate into society.

 

9- Deploy and install positive values ​​in the society, and fight harmful or wrong habits, in coordination with social, educational and religious institutions.

 

10- Support police services through human resources, which are qualified through training and culturally, in order to deal with contemporary criminal phenomena.

 

11- Deepen the security awareness among the public, in order to create a cohesive national front, whereby the will of the society, which aims to eliminate crime, tightly joins the policies of the Ministry of the Interior, which aim at preventing crime and apprehending its perpetrators.
